Those pillars are: building AI-ready digital infrastructure, developing AI solutions suited to local contexts, and building institutional capacity within government and industry.

The Bigger Infrastructure Picture

The ADB initiative sits alongside the Asia-Pacific Digital Highway, which targets $20 billion in infrastructure mobilization by 2035 — covering fiber networks, submarine cables, and data centers. The goal is to connect 650 million people across the region with better digital infrastructure.

For the Philippines, that means a stronger foundation for AI adoption: faster internet, more data center capacity, and better cloud connectivity for businesses and government agencies that currently rely on aging infrastructure.

What PH MSMEs Can Expect

The program includes diagnostic assessments and pilot projects designed to find where AI can have the biggest impact in each economy. In practice, that translates to subsidized training programs, investment-ready frameworks, and government-backed AI pilots that smaller businesses can eventually access.

ADB President Masato Kanda is explicit that private sector involvement is central: "It brings innovation, technology, market discipline, and the ability to deliver at speed and scale." Expect coordinated government-private initiatives to follow as the program takes shape.
